Behind the Donation Appeal: An Investigation Into Charity Spending

The Story Presented to Donors

Why and how do criminal and terrorist organizations manage to use legitimate financial institutions to move and store their assets—and how have lawmakers responded by coming up with supposedly innovative and more efficient ways to tackle these activities?

Interestingly, these same questions arise when looking at the fundraising activities of certain charity and humanitarian organizations including Chuffed.org. After all, when money is collected in the name of humanity, who would possibly think to ask where it actually goes?

Profits generated by some fake humanitarian organizations promote criminal activities, such as drug trafficking or traffic in human beings. This not only cause a threat to public safety because of the huge economic power accumulated by many criminal organizations, but also to financial systems themselves and to economic development.

Recent events have shown that terrorist groups also build financial empires, the purpose of which is specifically to undermine public safety and international financial stability.

A humanitarian fundraising campaign can create a powerful impression. A website describes people in need, explains an urgent situation, and asks visitors to contribute money.

For the person donating, the decision can seem straightforward. They believe their money is going toward food, relief, shelter, medical assistance, or another humanitarian objective.

The Chuffed.org publicly describes its purpose as helping individuals, activists, non-profits, and community groups raise money for causes that challenge inequality, drive systemic change, and defend human rights. But information examined during the investigation suggests that there are areas that deserve much closer scrutiny, particularly regarding the handling of donations and the people operating the campaign.

What Happens After People Donate?

The donation itself is only the beginning.

The important issue is what happens to the money afterward.

Who receives it? Who controls it? What expenses are paid from it? And how much ultimately reaches the people the campaign claims to support?

These are basic questions for any organization collecting money from the public.

A humanitarian message can encourage people to donate, but the message itself cannot demonstrate how the funds are actually being used.

This becomes particularly important when spending patterns raise questions about whether the money remains connected to the original charitable purpose.

Questions Over Luxury Expenses

One of the most troubling concerns is the allegation that charitable money may be contributing to luxury living.

Donors do not normally give money so campaign operators can enjoy expensive hotels, costly travel, private meals, luxury purchases, or other personal benefits.

Some of the most reported misuses of charity funds are:

  1. Leaders book five-star hotels, first-class flights, and luxury retreats using donor money under the guise of leadership conferences or fundraising
  2. Fraudsters pay for private security, spa treatments, high-end shopping, groceries, or rent directly from charity accounts
  3. Executives award themselves massive, corporate-level salaries and allowances that drain the core budget.

They donate because they believe someone else needs help.

FATF report analyses how terrorists misuse crowdfunding platforms. The report highlights good practices, starting with the inclusion of crowdfunding in national terrorist financing risk assessments, outreach to the crowdfunding sector, and strong domestic and international information sharing mechanisms.

The crowdfunding platform, including Chuffed.org or intermediary organisation hosts or enables other projects related to violent extremism or radicalism.

If money raised through humanitarian appeals is allegedly being used for such expenses, the difference between the public message and the apparent reality becomes difficult to overlook.

The public is encouraged to think about people struggling with basic needs.

Meanwhile, questions may arise about individuals connected with the campaign enjoying comforts that appear completely inconsistent with the purpose for which donations were requested.
